 At the beginning of 2011, the Ministry of Transport, the Ministry of Public Security, the State Administration of Work Safety, and the Ministry of Industry and Information Technology jointly issued the Circular on Strengthening the Dynamic Supervision of Road Transport Vehicles, which requires the transportation, public security, work safety supervision, industry and information technology departments at all levels to establish a coordination and cooperation mechanism, foster inter-department cooperation, and achieve a regulatory synergy, so as to ensure that before December 31, 2011, all chartered tourist vehicles, passenger buses at third class and above and special vehicles for transporting hazardous chemicals, fireworks and firecrackers, and civil explosives (“two passenger-transport means and one hazardous-chemical-transport means” vehicles) are equipped with satellite positioning device with a driving recording function. As China’s road transport industry has been growing fast, the number of “two passenger-transport means and one hazardous-chemical-transport means” vehicles are ballooning. Therefore, while improving the efficiency of vehicle transport and the carrying capacity of vehicles, problems emerge in basic vehicle information management, driving route and driving status monitoring, safe management, and national networking and joint control management. Accordingly, Tiamaes Technology has developed a solution to address those problems.
